Angola: Rigidity of Policy for Cabinda Remains

The DG of the External Intelligence Service (SIE), Gen HIGINO DE SOUSA “ZÉ GRANDE”, met at his request, in Brussels, with the current president of FLEC / FAC, EMMANUEL NZITA (EN).
The policies of the MPLA regime in relation to Cabinda have always been based on not recognizing FLEC/ FAC, also known as the “original” faction, not even its existence; indirectly, it also took care to underestimate its armed struggle and to try to divide/ weaken it by means of clandestine actions to attract or neutralize its leaders and commanders.
The apparently limited openness that the Angolan authorities have been showing in addressing the so-called Cabinda problem, undone trends of greater flexibility noted at the beginning of JL's mandate (AM 1253).
However, it is considered that in the current political environment, internal and external, the regime would reap more advantages in demonstrating flexibility. READ MORE
