Mozambique: Rwanda and France Complicate Cabo Delgado Equation

The constant delays reveal, on the one hand, FN government's lack of commitment to a solution that involves sending a regional contingent. The FRELIMO ruling party and FN are coordinating in the near future to reject an external military intervention on the proposed scale, preferring to rely on bilateral allies such as Rwanda.
The involvement of Rwanda, and also France, in the discussion on the international approach to the conflict in Cabo Delgado has led to the emergence of divisions at the regional level.
