Mozambique: FRELIMO "Economic Agents" Involved in Import Fraud

Mozambican ports have a history of fraud involving the import of luxury goods, with the complicity of forwarding agents, freight forwarders and DGA employees.

One of the most frequent resources has been the transfer of exemption rights to importing companies in exchange for kickbacks. As, according to the Mozambican tax regime, political parties benefit from this exemption, the FRELIMO party-state has often been involved in false customs duty exemption schemes, receiving in exchange part of the money "saved" by the importer.

The main imported goods include vehicles, motorcycles, household appliances, auto parts or clothing. According to common practices, the importer buys the goods, with the invoice being issued in the name of FRELIMO, which requests exemption from customs tariffs under the tax exceptions on imports.
