Mozambique: Continuation of Jihadist Incursions in Cabo Delgado
The increase in incursions confirms the trend, since JUN, of increased attacks and approximately a dozen fatalities. This increase in activity has once again placed on the government's agenda the need to establish a framework for negotiation with the terrorists that leads to the laying down of arms and, eventually, an amnesty. Several peace initiatives have been attempted in recent years by civil society organizations, the Catholic Church, and the Islamic Council of Mozambique.
