Military cooperation aims not only to gain political influence over a regime with which it has historical ties and which is based on a Marxist-Leninist party like FRELIMO, but also to "cover" the extractive sector, the main Russian economic objective in the country. Russian energy company Rosneft holds 3 hydrocarbon exploration blocks in the Angoche Basin and the Zambezi Delta, awarded in the 5th tender launched in 2014 and concluded in 2015, and has maintained contacts for the expansion of the area.
